Atascadero Public Records Inventory
Atascadero public records sit in four layers: city, county, court, and state. The city layer is strongest for post-1979 municipal activity. The county layer reaches farther back and includes deeds, maps, liens, title history, county vital records, voter services, and assessor property information. The court layer covers civil, criminal, family, probate, traffic, and divorce files. The state layer supplies voter-file rules, statewide vital records, business entities, professional licensing, custody lookups, unclaimed property, and confidentiality programs.

Closed or restricted categories include juvenile court records, sealed records, adoption files, confidential marriages, confidential voter registrations, voter signatures and ID numbers, DMV data protected by federal DPPA rules, and sensitive law-enforcement investigatory records. A public index is also not the same as a certified copy.
Atascadero City Request Rules
The City of Atascadero public records request form is the fallback when a city record is not already in WebLink, eTRAKiT, or a department page. The form asks for requester contact details, request date, mailing address, a specific description of the information sought, and a category: building permit, business license or planning records; police records; fire records; or other records. CAPTCHA is required.
The city states that it provides open access except where records are exempt, confidential, or privileged. Copy fees are $0.50 for the first photographic page and $0.10 for each additional page. Non-specific research may be charged at the fully allocated employee rate if staff can accommodate it. Records held after notice remain available for two weeks before refiled.
Pre-1979 warning. The city form says residential building records or other records before Atascadero's 1979 incorporation may be with the San Luis Obispo County Clerk-Recorder.
California Public Records Timing
The California Public Records Act is now in Government Code division 10, sections 7920.000 through 7931.000. For Atascadero public records requests, the practical timing rule is Government Code section 7922.535. An agency must decide within 10 days whether the request seeks disclosable records in its possession and must notify the requester of the determination and reasons.
In unusual circumstances, the agency may extend the determination period by written notice, but the extension cannot set a date more than 14 days beyond the normal period. Unusual circumstances include searching separate field facilities, reviewing a large volume of records, consulting other agencies, compiling data or programming, cyberattack-related system access problems, and certain emergency disruptions.
- Identify the custodian before filing: city, county recorder, assessor, court, sheriff, registrar, or state agency.
- Check the official portal first so the request asks only for what is not already online.
- Describe names, dates, addresses, case numbers, permit numbers, or document types as specifically as possible.
- Ask for inspection, an electronic copy, a certified copy, or a mailed paper copy based on the record type.
- If a denial cites an exemption, narrow the request or ask the custodian to identify segregable public portions.
Atascadero Records Portals
The main public records offices are not interchangeable. The Clerk-Recorder is the recorded-document and vital-record custodian. The court clerk controls case files and divorce documents. The assessor handles property inquiry and appraisal information. The City Clerk coordinates city public records, council materials, FPPC filings, appointments, and municipal records. Police, fire, building, business-license, and planning requests may route to department addresses listed by the city.

County Recorder Public Records
The county recorded-document instructions say the Clerk-Recorder has records back to 1850, an online index from 1923 to present, and purchasable/downloadable images from August 8, 2001 forward. Older documents may be viewed or purchased at the office. Official record copies cost $7 for the first page, $1 for each additional page of the same document, and $1 for certification.
The recorder portal supports several modes: Name Search, Document Number Search, Document Type Search, Map Book/Page Search, and Advanced Search. The Advanced Search fields make the recorder a strong Atascadero public records source because a user can search names and dates together rather than relying on a broad surname hit list.

Assessor and GIS Limits
The county assessor provides a property information search and has an Atascadero office on Capistrano Avenue. The official county wrapper says the office has building record and appraisal information for current property owners. The JavaScript property portal did not expose exact field labels in static inspection, so owner-name search should not be promised unless verified in the live portal.
County GIS gives map and open-data context through GIS services, but parcel data has a specific limitation. The county says it licenses GIS parcel data from ParcelQuest while it works to bring parcel maintenance in-house, and it cannot distribute those parcel data. This is a practical public records limit: map viewing may work when raw parcel-roll download does not.
Court Public Records Access
San Luis Obispo Superior Court uses re:SearchCA for registered remote access to public court records and documents. It is not a simple anonymous public records search page. Court copy requests can be mailed to Superior Court, 1035 Palm Street, Room 385, San Luis Obispo, CA 93408, and should include the case number, party names, and document names. Include a self-addressed stamped envelope for mailed copies.
Court copies cost $0.50 per page. A $15 research fee applies if the search takes more than ten minutes. Criminal case information requests may take up to 30 days, and different access rules apply for defendants, victims, and attorneys of record. Juvenile matters, sealed cases, adoption files, and some family-law details are not broad public records.

Vital Records Copy Rules
Birth, death, and marriage records are held by the county only for events or licenses tied to San Luis Obispo County. The county states that birth records and public marriage records are public records, but not searchable on the Internet. Certified copies are available by request. Confidential marriages are restricted to the parties or court order.
California Health and Safety Code section 103526 controls authorized certified and informational certified copies. County self-service fees captured in the research were $34 for birth certificates, $26 for death certificates, and $19 for marriage certificates. CDPH-Vital Records maintains statewide birth, death, fetal death/still birth, marriage, and divorce records, but divorce documents themselves are court records.

Voter and Custody Records
Voter registration is part of the Atascadero public records system, but the full voter file is not an open download for any purpose. The Secretary of State's My Voter Status tool is a voter self-lookup. The statewide file and county voter data require an application, approved purpose, fees, and security obligations. Law-enforcement lookups include the Atascadero Police daily activity logs, the SLO Sheriff Booking Log, CDCR CIRIS, and the California Megan's Law registry. The booking log is delayed by at least one hour. Registry and custody sources have their own statutory warnings and should not be treated as general-purpose person directories.
Request Atascadero Public Records
Requesting Atascadero public records starts with the custodian, not the keyword. City requests go through the city form or department emails. Recorder copies go through the Clerk-Recorder portal, mail, or office. Court records go through re:SearchCA, mail, or court counters. Voter files go through the Secretary of State or county election application. Vital records go through county or CDPH rules.

Lawful use. Atascadero public records are open for lawful personal research, family history, civic review, and safety checks. Do not use records to stalk, harass, or intimidate anyone.
Fees Worth Checking
Public records fees vary by custodian and copy type. Recorder official copies are priced differently from city photocopies, court pages, certified vital records, and voter-file data. The State Controller also states that unclaimed property search and claims through the official state path have no fee, which is a useful check against fee-demand scams.
